Victoria Airport Authority is mandated under the Canadian Aviation Security Regulations (CASRs 2012) to establish and maintain a RAIC (Restricted Area Identification Card) program.  This program and issuance of other Documents of Entitlement as well as the Landside Identity card program are managed by the Pass Control office at YYJ.
